These are biennial plants and the seed can be sown in spring, summer and early autumn although summer is the best time. 

In the first year they will produce only leaves, often as a rosette low to the ground.  In the second year, they will put out flower spikes.

Sadly, most biennial plants will die after flowering so either let them self-seed or gather the seeds and sow straight away.
